Quad core cpus should games split performance for each core?

I've been testing cpu performance with msi afterburner in some games like black flag mostly have cpu close to 100% on core 1 the other cores are not used as good. In bf4 it splits between each cores. In AC:U cpu is 100 for all cores! So i guess this depends on the game and its optimization yes? There is no setting to split performance for all cores ?

Yes, it depends on optimization of the games. It's currently not easy to do which is why every game isn't heavy threaded.

It depends on optimization. That said I wouldn't consider any numbers produced by acu relevant.

It's not something a consumer has control over. It comes down to the programmers who code the game, and dictate what resources are used by what. I'm no programmer, but from the things I heard, coding things to use multiple processor threads is not always practical. Not for the consumer, but for the functionality of the program.
