Minecraft installer won't launch

Hey guys my little cousin just got a new Toshiba satellite c55 b5296 and its being an asshole about everything were trying to download including the minecraft installer any suggestions ny the way its downloaded it just wont launch/ is unresponsive

just want to make sure but did you try running the installer as a admin or is it pirated?

its not pirated or anything no and yes i did try running it in admin mode

Have you already installed Java? Using the right bit version?
