Deciding between two builds

Im going to be building a new PC soon and I can't really decide which of these builds is going to be better, I'm leaning toward the intel build because it looks like it will perform better (I have an old CM storm scout I can use, as well as 2x4GB patriot viper 3 1600mhz RAM and a 1TB HDD that's still going strong)

I guess my question is, what is better, new PC or massive upgrade

I'd go with build 2 too. since it has a better Graphics card and (in my openion) a better CPU?. but it doesnt look like you have added RAM, case and Storage on i?
