CPU throttling?

That graph means your cpu is running hot. Not necessarily throttling.

Nope.

 

If this is a laptop might be time to clean out the fan and heatsink of dust bunnies and apply a good quality TIM.

Well my FPS drops from 40 to 20. :D

Laptop: Acer V3-772G  CPU: i5 4200M GPU: GT 750M SSD: Crucial MX100 256GB
Desktop: CPU: R7 1700x GPU: RTX 2080 SSD: Samsung 860 Evo 1TB

That could be down to the hardware you have just not being up to the task, but if it's getting so hot that it needs to protect itself then yea it will be throttling.

My friend had one of those and his laptop still overheated and melted his GPU I told him repeatedly to just clean out the heatsinks and apply new TIM but he ignored me and bought a laptop fan stand thing, months later, died and the repair guy had told him if he followed my advice it would still be working.  ;)

You can´t expect from someone who has no experience to replace the thermalpaste or open the laptop and clean it.
