Unstable Idle Gpu usage and random Gpu crashes

Just recently I've been having an issue with my R9 280x (Msi) where it for some unknown reason decides to crash / freeze, The Cpu continues to function for a while as I can still hear sound from YouTube ect.

 

I know the Gpu ever since I had installed it flickered if the core clock dropped below 500mHz but that never caused it to crash.

However I have noticed the idle Gpu usage displayed in Msi afterburner is very unstable, jumping from 0 to 20 - 25% this is until I launch a Gpu intensive program (A game for example). I do believe this started after updating the drivers.

 

If anyone has any suggestion on what is causing this or How to solve the issue it would be a great help . Thanks.

If it's at stock then you can send it back and get a new one if it's a defective unit.

The thing is im not sure if it is the card or a software issue. I might try and rollback some driver see if that changes anything.
