If the OC is unstable, the pc will crash or programs will crash

There is no guarantees with over clocking, each chip will react differently , you just have to keep pushing the overclock and testing to see if it is stable, then increase the frequency and see if its stable, if not,  apply more voltage,

eventually you will hit the point where you cannot increase any more without their being issues, this is your maximum overclock

He never say how much

It's something you need to determine but the ratio is also adjusted in increments/decrements of 1 (there is no smaller increment/decrement). As for the voltage adjust by 0.005 every time (So 1.250 to 1.255 increment or 1.250 to 1.245 decrement). I don't recommend being on the limit though. Say you find 4.5GHz stable at 1.265V but not at 1.260 then I would increase the voltage to 1.270 just for a bit of headroom

This is why you should not get an FX CPU for ANY scenario other than rendering on a budget http://linustechtips.com/main/topic/286142-fx-8350-r9-290-psu-requirements/?p=3892901 http://linustechtips.com/main/topic/266481-an-issue-with-people-bashing-the-fx-cpus/?p=3620861
