I want to have two fans for my CPU Cooler in what I believe is a Push | Pull setup; is what I drew below 'Good' and work?

Fan on left = Pulling air from outside of the case and pushing it into the Radiator

Fan on right = Pulling air from inside the case and pushing it into Radiator

yes, they just need to spin at the same speed.

please label top bottom etc and tell us about the radiator
