What are the cheapest specs that would run minecraft at maximum settings at 60 fps?

Gtx 650 can run it 100+ fps so get anything you want

What about the processer

Really doesnt matter, but RAM does matter for the render distance, so try to get at least 8 gigs

I am running a Core 2 Duo and a GTX8800 and it can run on far at 70+ FPS

I have an intel dual core laptop with 6gb of ram and a gtx 260m and it runs great. I runs on most machines so there is no problem. My amd athlon x640 handles it amazingly.

Desk: monitors 3x Asus VE248h(eyefinity), Keyboard Cm Strom Trigger(mx red), Mouse Corsair m65, Headset Audio Technica ATH-M50

Black Friday 2013 Build: i7 4770k, Gigabyte Z87X UD5H, 16gb Corsair, Msi R9 290, Corsair Axi 760, Corsair 750D, 2x intel 530 240gb ssd, 2x Seagate 400gb

That is a very good system. The only thing I would change is that psu to be a corsair cx500m

Good build. I'd personally bump up to a 5600k though.
