Internet diagnostic tool/connection tool

my internet has alot of ups and downs, now i wanted to try and run a program te records my internet activity, as in what my ping was a a certain time when i received alot of padkages and if possible also where the packages came from and what they came for.

I believe Wireshark can do all that.
