System powers but will not boot windows

Hi,

I have a system that is powering up (all the fans,lights and ect.) working but the motherboard does not go past phase 1 power and the power surply is buzzing every 2 to 4 sec. It looks to me like the power supply is not giving stable power so the cpu is holding the system is this logical? I would like to hear your theory

Also this system has been working fine up till now.

Also this system has been working fine up till now.

Is the HDD plugged into the correct port.

Is the sata cables loose, wiggle them a little.

are the Sata power cables loose, wiggle those.

PEWDIEPIE DONT CROSS THAT BRIDGE
