What are the extra 290 features?

Newer GCN architecture and TrueAudio. It's also based on Tonga which uses less power then the 280.

Anything. i3 isn't enough to bottleneck any GPU in gaming atm

that's not true, but its a nice cpu...i would consider pairing it with a gtx770 or r9 280x at most for 1080p.

What games would it bottleneck a 980 in then?

it limits the performance of my gtx780 in most modern multithreaded games such as bf4, crysis, watchdogs(immensely) ,dragon age, farcry 3 and 4 etc...basicaly anything that need threads to perform well.

watchdogs runs perfectly smooth on all ultra at 60+ fps on my i7.

...and my bios allow me to pick only 2 cores with hyperthreading if i want it and ive tested quite a bit.

The i3 can handle most of the stuff you throw at it, but it may have some problems in the comin 2 years since games are needing 4 cores

correct, it's a good entry CPU but it is not meant to be paired with high-end GPU's and it's not very future-proof eiter, but it's a good choice if you are tight on money and want a mid-range GPU for 1080p 60FPS it's perfect and you can always upgrade to an i5 or i7 down the road if needs be.
