A custom loop alone will cost $300+ for just a cpu. If you mean an AIO, then Corsair H105, Seidon 240m, etc... although, at $700 you won't be able to afford a system that would benefit from an AIO anyway.

So i'm planning to make my first pc on Christmas and was wondering if I should watercool or not. Oh and if you could please make a build list with a watercooler that is 700$ without windows.

For 700 bucks it won't even be reasonable to do AIO liquid cooling, never mind a custom loop, unless you plan to do a custom loop with a Celeron and a GT 730.
