What GPU should I get?

A larger cooler will cool better and likely be quieter and allow for better overclocks.

Should I get this GTX 970 Mini or a full sized card and what will be the main differences? 

If you have room go for the full size card it will stay way cooler.

970 mini will be hotter, unless you need it to be compact a full size card would be better
