1. Located in the $US and I would suggest budget my max budget to be $2.5-3K.

2. This is going to be primarily a Gaming PC with some web browsing. I would primarily be playing FPS: BF and CS. I've played on consoles most of my life and now want to venture into the PC gaming (don't hate).
I would also like to incorporate CAD, CFD software however I think I would be best suited by building a separate desktop. Considering the cost of licensing for decent software it'll be a few years. Is this the right direction?

3. One Monitor.

 

4. I don't need any peripherals, but will need an Windows based OS.

You don't need a $2.5k computer to play FPS games, for the most part.

I went ahead and made a little list myself. I kind of like doing this. Yes, this is on the cheap side as it is, but you could switch out the 970's for 980's, and there you go. Although, if you ask me, the 980 compared to the 970 isnt really worth the big price difference.
