Motherboard: ASRock H97M Anniversary Micro ATX LGA1150 Motherboard  ($71.98 @ Newegg) 
Video Card: Diamond Radeon R9 280X 3GB Video Card  ($199.99 @ Newegg) 
Case: NZXT S340 (White) ATX Mid Tower Case  ($59.99 @ Micro Center) 
Power Supply: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply  ($44.99 @ Micro Center) 
Operating System: Microsoft Windows 8.1 (OEM) (64-bit)  ($89.98 @ OutletPC)

You can change a few things in here, like the CPU to Intel G3258 and overclock the cpu if you are up for it. As it is though, I can't say whether dual core will be enough for the new games, but this would be able to play most for sure.

I did mention it in my post. the only reason why I didn't add it cause I wasn't sure if he wanted to overclock as well, so I told him the option below the part list
