CPU temperatures and core clock

So i just overclocked my i7 2700k cpu to 4.5ghz and so far its been stable and idle temps are about the same as what i usually get (30-32C). While gaming i usually go up to 50-55C. These seem to be acceptable but the weird thing is sometimes when i exit a game the CPU temps dont drop at all. I doublechecked to see that the game was indeed closed via task manager and upon closer inspection the core clock which usually drops back down to 1600mhz from the 4.5ghz on load remains at 4.5ghz. Is this normal? Usually after i exit a game the cpu core clock will go back to 1600mhz. Only a reboot from my pc seems to fix this issue
