If your PC has more than one NIC(network card), you can use something like PFSense to turn it into a router. If you just want to share an internet connection, with both Windows and Ubuntu you can enable "internet sharing", but its not the same as being a router.

yes you can, but this type PC router is mostly used by businesses who want to monitor and control large volume of traffic, but it will introduce additional latency, so you shouldn't bother for regular home use.

A business wouldn't grab a desktop machine and turn it into a router, they buy proper hardware for that. The latency increase would be insignificant for home use.
