just wondering is there a big step between ddr3 vs ddr4 when it comes to gaming, general pc usage?

No there´s not much benefit from DDR3 to DDR4 just for gaming. If you use X99 for content creation and heavy rendering video editing then yes DDR4 takes the lead by far.
