Wtf is wrong with task manager?

Wat is wrong? as you can see all the tasks don't add up to 90% cpu. but as you can see at the bottom, the cpu is almost Maxed out. what is happening?

When you have 100+ processes and when every have 0.49% (rounded on 0) total percentage would be 49%.

And please clean that pc my eyes bleed.

Kind of, if he clicked "Show processes from all users" a flood of System, Local Service, and Network owned processes would appear.
