Hey!

 

I've bought some compressed air to clean out my computer but the only ventilated space I have (I suspect there will be a LOT of dust in there) is my balcony and it is currently 2 degrees C (~36 degrees F) outside. Will it be fine do to the cleaning out there should I do it inside (maybe with my windows open?) to keep the computer away from the cold/damp air?

Do it inside. The temp outside might generate moisture especially when you move it back to your house.

Don't do it outside condensation is a killer, just keep your window open slightly and if you have a desk fan use that to keep the air well circulated, and maybe keep a vacuum handy to suck up some of the dust as you blow it out of your case

I see no reason not to take it outside. It will only be out there for a few minutes, and if you are really worried about it, let it warm up back inside for an hour before you turn it back on.
