windows installation questions

So when I do a new build I wont have a dvd reader/writer and I also dont have an external one. Can I download the Windows 8.1 Iso (btw. I cant find the download list, link plz) and then put it with windows 7 usb tool onto a USB/thumb drive with 16GB capacity? Can I also verify my Windows key when I have already set up everything, because before I can verify the key I need an internet connection and i will be getting a PCI Wifi card, which needs drivers of course.
