A few months ago I built a secondary Mini-ATX and it seems a lot faster than my main PC I've been using and upgrading for multiple years.

I've reinstalled Windows and formatted my C drive a few times and it hasn't made a performance improvement.

I've upgraded my storage and RAM and it hasn't done much, is there something I'm missing?

 

General Windows browsing and boot time is much slower than my second PC, any ideas? Specs below.

RAM: Corsair Vengeance Pro 16gb, 2400Mhz CL11
Storage: Samsung 840 Pro 128gb (OS), Samsung 840 Evo 128gb (Games), Seagate Baraccuda 2tb (Mass), WD Green 1tb (Media)
Case: Corsair 900d
CPU Cooler: Corsair H100i
Motherboard: Asus Sabertooth Z87
PSU: AX750i
 
Second PC
 
CPU: Intel 4670
GPU: EVGA Geforce GTX 750Ti
PSU: Can't remember, 450w
Motherboard: Can't remember, Mini ITX
RAM: Corsair Vengeance 4gb 1600Mhz
Storage: Samsung 840 Evo 120gb
CPU Cooler: Noctua NH-L9i
Case: Lian-Li PC-TU100b

Have you checked if anything is using up lots of ram or cpu load? 

Desktop: i7-4790k, Samsung 840 EVO 250GB, Seagate Barracuda 3TB, 2xR9 290 Vapor-X's (1 working atm), Asus Z97-Pro, NZXT H440 White, 16GB G. Skill Sniper RAM, NZXT HALE V90 850W.

Laptop: Samsung Chromebook 11.6" 

Phone: 8GB Galaxy S4

Did you update the firmware of the SSDs?

 

 

Edit nvm that is for the EVOs

They have a firmware update for the PRO aswell http://www.samsung.com/global/business/semiconductor/minisite/SSD/us/html/support/downloads.html

Like OfficialJsP already said, it could be a dying Hard Drive.

Check your SMART values to make sure you don't have problems on the storage side.

 

CrystalDiskInfo is perfect for that:

Like OfficialJsP already said, it could be a dying Hard Drive.
Check your SMART values to make sure you don't have problems on the storage side.

I'm currently dualbooting windows on both the Evo and the Pro to make sure the Pro wasn't the problem, will check the status on the pro too

burn a copy of hirens http://www.hirensbootcd.org/ and boot the disk to mini xp then open victoria then check smart data by clicking get smart then check realocated sectors and current pending sectors.

Project black out: cpu: athlon x4 750k @4.7ghz, Mobo: asrock fm2+ a55 vg3+, ram: 1x 8gb hyperx 1866mhz, video card: 1x saphire radeon r9 270x, Storage: 1tb hdd ssd in the future,  cooling: 2 noctua 120mm fans 1 on rad one front intake.
