Strange GPU issue

I had a similar problem with my 280x and a motherboard bios update fixed it. I notice you have the same motherboard. Just get the latest bios put it on a USB all by its self and use the bios flash utility in the bios. This seems to be a common problem with the Z97-A.

Hey guys, this problem has been happening for about a month and I have decided that I need to fix it now. 19 out of 20 times I turn on my computer, my GTX 770 performs pretty bad for a 770, I get jitters while gaming, and I get occasional freezes, but in the 5% it isn't, it works completely normally. I have temporraly fixed the problem by not turning off my computer for a few days when it is working as normal, but I kicked my power cord and I can no longer ignore it. After about 2 minutes of letting my computer start up, I run Cinebench R15 and have collected some results about FPS and temperatures. 

 

SCORE-HEAT
108.09FPS - 45c 
IN WINDOWS RESTART
105.53FPS - 51c
BUTTON PRESS
133.28FPS - 53c
FAN SPEED 100%
131.83FPS - 45c
HARD RESTART 
107.28FPS - 50c
IN WINDOWS RESTART
108.29FPS - 52c
 
On a few rare occasions, it has dropped into the 60s, but I did not record those results. I do not think that it is thermal throttling that is causing the issue and I need you to figure it out for me :). Would formatting my drives and re-installing windows 8.1 or windows 10 tech preview fix it? I need you!  Also, the CPU usage is at around 5% when doing these tests.

http://www.service.asus.com/#!downloads/c1wax Bios updates are here. Just download the latest one put it on a USB with nothing else on it, plug it into a USB 2.0 port and boot into bios. In the bios there is a bios flash tool, use it and select the bios file on the USB drive and let it do its thing.
