So I got a dell prebuilt with a phenom from amd, running at 2.7 ghz.

I used SETfsb to up the clock speed of the fsb and I got to 3.1 ghz, but then it locked up

The standard dell bios won't let me change any settings, so my question:

Is there any bios I could flash to that dell mobo to be able to use multipliers, and voltages and stuff?

My Main Build: NZXT S340 - NZXT Kraken X31 - Crucial MX100 256GB - i5 4460 - Gigabyte Z97P D3 - Kingston HyperX Red 8GB - MSI Nvidia GTX 780 3GB - Corsair LL & HD RGB Fans, Corsair Lighting Node Pro.

Likely not since prebuilts usually use lower-end motherboards without overclocking capabilities, and also without the proper VRM hardware and cooling for overclocking a Phenom anyways, so I would leave it at stock.

AFAIK Just remove the CMOS Battery and it will reset the BIOS and then your overclock will be gone

What power supply does it have?

What motherboard does it have?

What cooler does it have?

The mobo is pretty robust, it has big copper heatsinks and heatpipes all over it

Quite normal seeing this machine costs 2100$ when new

For that price chances are it wouldn't be on that could reliably overclock.

Still probably not, overclocking would void warranty so why would there be a reason that you could "unlock" the ability to overclock? If you fried something by overclocking then Dell wouldn't have a way of finding out, so that's why they don't allow overclocking, to prevent these liability issues.

What brand and model is the power supply? Does it have an 80+ Plus rating? If so, which one? (Bronze,Silver,Gold etc)

What brand + model motherboard? It will have markings on the board on the top of it (where all the parts are) with this information.

What do you mean by "212 evo equivalent" ?

If this is the motherboard you have, i would not even bother trying. Simply put, it was built to be cheap, and easy to manufacture. It is not designed for overclocking, you'll end up frying the VRM's, and bricking the board. Also, what cpu model do you have? Is it a quad, or a hexacore?
