a xeon e3 1231 v3 is cheaper than that i7, but is very similar.  The main difference is that you can't overclock the xeon.  You could save a lot with the xeon and a cheaper motherboard

XEON E3 1231v3 | GA-Z97MX GAMING 5 | XFX R9 290 | 16GB RAM | CRUCIAL MX100 256GB | WD BLUE 1TB | EVGA SUPERNOVA 850W | CORSAIR 350D

Since you already have a GPU, you can go an X99 build. I spent a few extra on the MoBo to avoid blue, but an X99 build is still possible, provided you don't immediately want 16GB of DDR4 which is still expensive. You can by 8GB now, and throw in another 8GB later when you have cash, and this plus the GTX 980 you already have will blow everything out of the water. You can get by with a lesser wattage PSU, but I figured if you ever wanted to go SLI, you should be able to without replacing the PSU as well and it wasn't much more.
