No. Mine arrived like that, and I accidentally put a dent just like it in the radiator which cools my GPU. It happens.

The liquid only runs through the straight lines in between those fins so you're fine; the fins are just to increase the surface area.

Is it leaking? Is it restricting the coolant? If not use it

Yeah, the screws you use to mount the thing actually go through the fins. As the screw goes in it bends the fins beneath it - which is fine since they hold no fluid ^^
