Afternoon,

I've people, I've been asked to build a PC for browsing and gaming, it will be hooked up to a TV in the sofa and haven't been give a budget but it has to be as cheap as possible but not slow :unsure:. I'm in the UK

These thing aren't friends together without a budget, what is it?

Without a budget, any build is impossible.

As I said I don't have one, it doesn't have to be fast just can't take 3 minutes to load up

Then just get a celeron paired with a gt 610 with a SSD, 11 secs boot up guaranteed

 

No seriously give us a specific budget, or at least a budget range
