GPU usage fluctuating

My GPU usage is fluctuating like crazy. Not on all games but its extremely noticeable on assassins creed: unity. i checked my temps and they all see fine 
gpu: 60 max
cpu: 60 max
i know its a bottleneck but i don't know whats causing it.

 

gpu is a 560 TI factory OC to 900Mhz core and 2000Mhz memory

cpu is a I5 2500k not overclocked
8gb kingston 1333 RAM
650w PSU
game: assassins creed unity
no matter what seetting i use i get the same fps, it fluctuates from 30-10 fps.
I am measuring temps with hwmonitor, real temp and msi AB

Well in the case of ac unity, that's just ubisoft being ubisoft. I can't think of any hardware issues you're having, but you can try updating drivers to see if that helps with the other games.

My GPU usage still fluctuates on other games as well, i have updated my driver, done a clean install and i still have this issue!
