Low youtube FPS?

for some reason my youtube videos seems to be running at like 15 FPS, they seem choppy and make me feel sick.

 

IDK if you need any info really, anyone know what it might be?

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

Are you at 100% HDD/SSD usage?

What browser? 

No, how do I know? I pressed CTRLALTDEL and heard my HDD turn on. lol

 

Chrome.

hows your cpu / gpu usage?

Click left and click on stats for nerds.  There is an fps counter. 

There's no FPS counter that is showing #s

There used to be one but that seems to have changed. Then simply look at the dropped frames. 

It said 1.

play a youtube video and right click it and click on stats for nerd and what does it all say, if it says 30/60 then its fine. If it drops then its dropping due to eather 1 or all of the following: HDD usage to high, GPU usage to high, CPU usage to high, broken Flash, web browser outdated, Not enough bandwidth
