Are building owners allowed to subject the tenant to only one service company? There are multiple ISP services in the area, but I cannot get any of them because of the contract the owners have.

Is this normal practice as you are limiting competition?

Yep, it will be part of your tenancy agreement. The building owner is usually only required to have the building serviceable. How that is, doesn't particularly matter.

While in many places it may be legal, there is some chance that it is not. I would call what ever government department/agency regulates this in your area, and ask them. While I wouldn't take legal advice from random internet people, the only real way to get information that is relevant to you [from here] would be to give some sort of indication to your location. (or hope that someone that is from your area knows, and posts)
