gigabyte 970 framrates issue

so i recently got this beast of a card. and after using it for a week. it doesnt seem like a beast. so i play games on a secondary 900p monitor (cuz my 650 sucked) after being excited about this 970 it should be a given that it can handle any game on ultra at 900p. so i did just that. games as less demanding as gone home all the way to borderlands 2 and bf4. there is a problem. none of the games make it to a constant 60fps. i had a 2 hour session of borderlands and the frames stayed at 30fps. and gone home was brutal where frames went from 15 to 40. bf4 was kinda okay frames being in the 45 ish. my problem is.... why the f cant this card get more than 60 fps. its a friggin 970 and should do anything related to 900p (even 1440) on ultra and be close to if not more than 60 fps. what am i doing wrong.

 

edit. not even decreasing the settings changed anything. specially in borderlands where i thought the problem was that i ran physX on full.  

Space Journal #1: So Apparently i  was dropped on the moon like i'm a mars rover, in a matter of hours i have found the transformers on the dark side of the moon. Turns out its not that dark since dem robots are filled with lights, i waved hi to the Russians on the space station, turns out all those stories about space finding humans instead of the other way around is true(soviet Russia joke). They threw me some Heineken beer and I've been sitting staring at the people of this forum and earth since.

i just bought a brand new xfx pro 750w with the card. 

Space Journal #1: So Apparently i  was dropped on the moon like i'm a mars rover, in a matter of hours i have found the transformers on the dark side of the moon. Turns out its not that dark since dem robots are filled with lights, i waved hi to the Russians on the space station, turns out all those stories about space finding humans instead of the other way around is true(soviet Russia joke). They threw me some Heineken beer and I've been sitting staring at the people of this forum and earth since.

Maybe your gpu is just bad, rma it

just did some googling and its the latest drivers fault. and most people are complaining about BL2 as well.
