L4D2 Mod Conflicts

I have a mod that changes all the infected to strogg from Quake 2, but i also installed one that changes the witch to the silent hill nurse. The strogg mod beats out the witch. How do i get the witch to show up over the strogg skin?

I've never modded L4d2, however, is there a way to select a priority loading order?
