ERR_CONNECTION_REFUSED ?!

So basically I use Chrome and the only website that doesn't give the me that error is the forum. When I try to use IE (Eww.) i can browse more stuff but I can't log in on Youtube, gmail or facebook. (And Twitter doesn't work at all)
