Fairly weird(?) fps issue

This is my first time building a computer, and I personally am not sure if this is a problem or is this actually normal for a build like mine. I have not overclocked any of the components so far. But I was wondering why my fps was really low even on a game like League of Legends. In the in game options, I have set the fps option to be uncapped, but for some reason it can't seem to go over 60 fps. I believe I have installed all the drivers that I need including the driver for the graphic card. Here is the specs of my computer:

 

  • Windows 8.1 Pro 64 bit
  • MSI Z97 Gaming 7 (BIOS ver 1.5)
  • Intel i7 4790K (still not overclocked)
  • 2x8 GB Kingston HyperX Fury (1866Hz)
  • MSI GTX 970 Gaming 4G (again not overclocked)
  • Samsung 850 Pro SSD (128 GB) boot drive
  • Seagate Desktop 3 TB HDD storage drive
  • Rosewill Fortress Series 750W 80+ Platinum

 

I might have been wrong, but I thought with this setup it will at least work a bit better than my macbook pro when it comes to playing league. I am planning to play other games, but looking at how "low" of an fps I get from just playing league, I don't think I might be able to play any other games. I'm pretty sure this is not a CPU bottleneck problem, and I have tried looking around for answers and trying stuff out aside from overclocking, but I can't seem to improve my fps. Is this normal for a non-overclocked setup? Or is it something that I do wrong?
