so my mate has a intel core i3 3220 and a 660TI he wants to upgrade ether his GPU or CPU. he was leaning to wards upgrade his CPU first because i told him that if he was to get a 980 which he will be getting in the near future it will be slowed down by the CPU is that right? and would a i5 4690k be good for a 970. he plays games such as BF4 and arma which are cpu heave games so am i right in saying get the CPU first?

What are the rest of the specs? Budget?

ok sorry and the mobo is not good its a cheep gigbite Matx 8GB 1600MHz ram and corsair  650W psu and budget is about £300 BTW i ment 970 i change it.
