Theres a program called softXpand but im not sure if its dodgy or not

if multiple people access one PC they will always affect each other. If one person deletes a file, its not like the other can still use it ^^

What you are thinking of is a multiple user operating system. While you can do this, I don't think Windows can (maybe some server versions can, not sure). You will need a Unix based OS to do this. I have done no research on this so I could be wrong but I do know it is possible. Is it feasible? Well I suppose that depends on your requirements.
