Alright I recently received a pretty old GPU, i out it in my pc and nothing pooped up on the screen, so i then used my on-board chip set and saw in the bios the card was't detected at all. I was puzzled b/c the fan and LED on the card was working. I then put the card into my 2nd PCIe slot with the same results, so I got to thinking...what if its my board thats the problem... So is it the card or board? Is there anyway to test it without having another GPU?

Did you connect the extra power cables to the graphics card :D?

That's an open ended question.

First, What's this card we're talking about? You should try the card in a different system. PCIe slots aren't known to fail.

 

With a PCIe 3.0 I tried a Nvidia 7500gt 520m 256MB , Im going to buy a 660 ti within this month however
