IPS vs TN, but not only that, as each panel entails a fixed refresh rate, so there are no IPS monitors higher than 60Hz.

Basically it comes to this: IPS monitors have great image quality, no losing of color uniformity at the slightest head motion, but are less responsive and cannot go above 60 refresh rate.

However, TN panels almost feel like CRT monitors, they are the only ones to have Gsync but also require an expensive GPU to go above 60fps.

How significant is the difference between 60 or 120 or 144 Hz gaming really?

Is it the same as in 40 to 60 or less?

You need to game at 120/144Hz for a significant amount of time to notice a difference. Linus did a video on NCIXTechTips testing whether the average gamer could see the difference and the answer was no.

It comes down to personal preference though. I prefer more vibrant/accurate colors on 60Hz stable than slightly bad colors with loss of uniformity at 120/144Hz (Which is often not even stable at that fps unless you have a beast PC or play something like CS:GO.

40 to 60 has very noticeable difference (at least for me), though I don't believe going from 60 to 120 is that big of a difference.

I'd just stick with an IPS panel as I like having accurate colors when gaming and such, currently 60 fps is enough for me, though I could go for a 144hz monitor in the future once I have a beefier GPU.
