AMD 5600k @ 3.9Ghz 
8GB 1600hz
Gigabyte GTX 650 4GB OC 
128gb intel ssd 
1tb WD blue HDD 

I have an x-221 case ( a dinosaur ,I dont think you can find it on google) 
should I upgrade in a thermaltake commander-gsII and liquid cool the cpu to overclock it @ 4.4Ghz or find an other solution ?

I would suggest getting an nicer case with good airflow. You don't have to go super fancy though. Then try air cooling your CPU with a nice tower cooler.

I don't think your cpu is worth water-cooling. No offense, but unless you have something high-end, I would not do it.

 

Maybe get a Corsair Carbide 300R? It is decent in price and has good airflow, also looks quite good I think.

 

For a cooler, you should really think about the future. Do you want to upgrade to sth high-end? Then I would go with an NH-U 12S or even a higher-tier cooler.

If you want to keep you system the way it is, not overclock too much, get the Hyper 212 EVO and be happy. ;-) Very good value oriented, but still capable cooler.
