I'm planning to get Benq RL2460HT (I think it's the best value for performance), but does DVI always give the best performance? What will happen if I connect all the slots to my GPU?

That makes no sense whatsoever, you can only use one video input on the monitor at the same time. Depending on what your display and graphics card has, you can use anything you want. VGA is not recommended because it is analog, but is still works alright. DisplayPort is usually seen a the superior video interface, but in your case, DVI, HDMI and Displayport perform EXACTLY the same.
