Internet Speed HELP

I live in Australia and I want to start doing Twitch Streaming but my current upload speed it to slow. Would getting a ADSL 2+ inline  filter help the upload speed and download. Also is there any other ways to increase upload. I would like to get it to 1mbit/s.

There's not really anything you can do. that's not enough to stream on twitch.

Rig CPU Intel i5 3570K at 4.2 GHz - MB MSI Z77A-GD55 - RAM Kingston 8GB 1600 mhz - GPU XFX 7870 Double D - Keyboard Logitech G710+

Where i live in Canberra the only service i can get is ADSL 2+ cant get fibre for about 2 more years.
