GTX980 devolt/declock bug?

I have escalated this to Nvidia but want to see if I can find more examples.

 

basically what happens is when playing Farcry 3 (may affect other titles) my card reduces its voltage and clock speed by itself for no reason... its not overheating and the power consumption level is fine and im not hitting 60 fps (I dont think)

 

I've overclocked it to:

50mv (max on this card) 

+122% power limit

+140 core (problem seems unrelated to specific core overclock, I have tried a few, I get artifacts over about 1540 boost @ 1.256v and over 1510 boost @ 1.231v)

+500mhz mem (8ghz total)

 

problem happens anywhere from 30 seconds to a few minutes of gameplay in

In the above I have blue and orange in the "PerfCap Reason" - thats where its running as I asked it to, on 1.256volts - where it changes to just blue is where it has reduced the voltage to 1.231volts and declocked to the next bin down (10 or so mhz)

 

real issue is that where I can be stable at 1540 @ 1.256 I cannot be stable at 1530 @ 1.231 so as soon as it declocks itself I lose stability

 

problem also presents slightly in Valley however it seems gpu load related

Any one else familiar with this random devolt problem?
