Windows 8.1 installation stuck

this morning around 5am I started installing windows 8.1 I choose to keep my personal files which would be around 100-150GB's after a while of installing it got me to pick out settings and my preferred colour. After that it went on with giving me a loading symbol and, "Finalizing your settings" its been on there since 6am! Is this normal? The loading symbol is going, the screen is green like I picked, but I don't know if I should leave it alone and let it do its thing. Is this normal?

If I was to turn my computer off and on could I just go back to windows 7 Ultimate that I was trying to upgrade from?
