Budget gpu help

So my brother is building a PC for Christmas, I will provide him with the cpu, mobo, and case (x4 750k, fm2+ gigabyte board, and 200r). But my question is what gpu should he get?

In my system atm I have a r9 270, should I get him one as well so he can go crossfire when I upgrade? (I know its better to have 1 expensive gpu rather that 2 cheap gpus but one he will get for free). Should he get an r7 260x? (btw 2gb version is more or less the same price as the 270 atm on amazon). Or do I avoid team red altogether and go with a 750ti?

 

Any help would be appreciated :D

 

BTW I live in Ireland so I will be buying from either overclockers (http://www.overclockers.co.uk/) or amazon (http://www.amazon.co.uk/).

The 750 ti uses less power, i would say that the 750 ti is mainly a upgrade in a oem desktop because they might not have enough power for a r7 280x while you could pull off a 750 ti in the oem pc because it consumes less power.
