Weird 0XC000000E problem

Hope someone can help.

Yesterday i assembled this computer

 

MSI Z97-G45

8gb ram kingston 

1tb Hdd

120GB SSD - BOOT

Rx9 270 OC

Windows 7 Ultimate

 

the problem is really weird

 

every time i turn off the computer it shows a message that it cant boot, and ask be for repair CD. When i shut down power, and switch on MB from one sata to another it starts again.

 

And also when it gets stuck and shows me 0XC000000E  .....keyboard doesnt work, but mouse does
