Graphics card fan problem

Just installed a new graphics card, the GeForce GT610 1gb and the fan stays 100% at idle, and the temps are fine. When I try to change or make a new rule in nvidia control panel, the percent is crazy. I have latest windows and driver updates. See the fan percent? When you change it, it goes right back.

Download a GPU tuning software like MSI Afterburner and see if you can change your speed using that.

Have you tried deleting the Device Rule?

Yes I deleted it and tried afterburner. Same thing happens, change the fan speed it goes right back to 100.

Oh, and in nvidia control when I change it to automatic and apply, it will go right back to manual. In afterburner under fan speed it says min and max is 100.
