Downsampling with R9 290

Hey guys, does anyone know a program that can successfully downsample 1440p to 1080p with an AMD card and the latest Catalyst version? I've tried CRU, but it only works in windowed mode and it doesn't let me move the cursor around anywhere else but the top half of the screen, for some reason. I've heard of a way that involves editing the registry, but I'm a little scared it won't be as easily reversible as the CRU method, if anything goes wrong.
