this is what i would try,   try booting with only 1 ram stick.

.if that doesn't work

 

try moving your video card to a different PCIE x16 slot

 

can you get into the bios. if you can change back to stock setting. ( no  overclocking  )

if you can not get into bios.try  pulling ram and video card and see if board will do anything.

if still no. try pulling the motherboard battery.

I can not get anything to happen. I have tried removing 1 stick of ream switching ram and swapping gpu, nothing did anything.  I contacted the ASRock and they didn't know what the code meant either, but luckily it is still in warranty so I an RMAing it.
