OBS + nvenc, stream fps issues

So I'm just trying to set up my stream properly, but I've been having some issues. I'm trying to use the nvenc cus it gives me better frames in game, but the stream's FPS, on the desktop and in CS:GO is only 20 fps. I get good fps in game (60+, can't really feel any lag at all). My stream settings were set to 720p 60fps yesterday, but in CSGO I was lucky to get 30, and when I played a bit of League of Legends and DayZ, it was 60 fps all the time.

 

 

Anyone have any thoughts as to what this might be?

and to clarify, when using x264 encoder (the standard in OBS) I get 30+ in games, but on the desktop it falls to like 15

also I just set it to regular x264 encoding and I still only got 20 fps on the stream, even if it's set to 60 fps

Another update, if I use game capture instead of monitor capture I get the 60 fps in games.
