Hi i was wondering if i could overclock the 4460 if  i cant what is an upgrade

you can`t but theres no need to,its strong. only K cpus can overclock or sandy ivy bridge 4 bins above turbo. you also need a z97 board

you can also get a z87 for overclocking as long as its not a Devil Canyon CPU (4690k, 4790k) and the z87s are about 20-30$ cheaper., but the z97 does have more features

Yes but only about 400MHz-500MHz via BCLK also if it's an OEM board you can't plus the stock cooler will be pretty bad so you'll need at least a semi decent aftermarket one.
